fix(windows): report native crashes through the inproc sentry backend
Crashpad uploads minidumps straight to the DSN's /minidump endpoint, which our tracker does not implement — every native Windows crash (e.g. faults inside libmpv threads, #1490) was silently dropped. The inproc handler stackwalks at crash time and reports through the regular envelope endpoint, and crashpad_handler.exe/crashpad_wer.dll leave the bundle.
